“We shall maintain minimum capable deterrence as a responsible Islamic nuclear state,” Babar Awan said and also informed the House that the bill was introduced in the Senate as well on Monday and the government also did not oppose it in the Upper House.
The bill was moved to the House by Dr Donia Aziz along with other movers Mian Riaz Hussain Pirzada, Nosheen Saeed and Sheikh Waqas Akram to provide for preservation, protection and assertion of Pakistan.
Dr Babar Awan said sovereignty of Pakistan is guaranteed in preamble of the Constitution of Pakistan. “We do not oppose the bill. Send it to committee and let the committee discuss it.”
Awan also assured the House to protect aerial and territorial sovereignty of the country. “We have been doing this in the past and shall continued doing in future as well.”
He said there is also a laid down procedure and chain of command for promotions and appointments in armed forces. “Our government always exercised power on merit and has not hidden any step or agreement from nation.”
“Nation has confidence in the parliament and the government also believes in supremacy of the parliament,” he added.
Earlier speaking on aims and objectives of the bill, MNA Sheikh Waqas Akram said, the bill comprises certain important issues regarding sovereignty of the country in a situation when visiting foreign government functionaries are seen poised to interfere in our internal affairs.
He said under the bill, the President will have to certify that any agreement or understanding with foreign allies will not compromise sovereignty of the country and its nuclear capability will be safe and defence is not weakened.
Under the bill, he said, the President will also have to certify that no agreement or treaty affect the chain of command and promotions in armed forces.
As the Minister for Parliamentary Affairs did not oppose the bill, Acting Speaker Faisal Karim Kundi sent the bill to Standing Committee concerned for deliberation. APP
